The following persons shall be entirely exempt from the application of the provisions of this Chapter 852:
(a) Any person soliciting or peddling newspapers or disseminating religious, charitable, civic, educational, or political information;
(b) Any person soliciting contributions for, or offering of sale, any goods, or publications for, any religious, charitable, civic, educational or political organization;
(c) Any person who is otherwise exempt from the provisions of this chapter pursuant to the laws of the State of Ohio or the United States.
