Whenever a petition has been filed, or after a hearing has been held, and it becomes necessary for an ordinance to be prepared for action by Council, the petitioner shall, in addition to any other fees or charges payable to the municipality, be required to pay to the Director of Finance, upon passage of the ordinance, the attorney fees customarily charged by attorneys in the county, for the preparation of the ordinance. The minimum fees to be charged shall be as follows:
