(a) At least 24 hours advance notice of any special meeting of this Council or any board or Commission of the municipality shall be provided to the news media which has requested such notification, except in the event of an emergency requiring immediate official action, in which case the Council, Board or Commission calling such special meeting shall notify the news media which has requested such notification immediately of the date, time, location and purpose of such meeting.
(b) Any person may, upon request, receive reasonable advance notice of all meetings of this Council and/or any Board or Commission of the municipality at which a specific type of public business is to be discussed as hereinafter provided:
(1) The request shall be in writing and shall describe in sufficient detail the specific type of public business to which such request applies;
(2) The request shall include the name, address and telephone number of the person making such request; and
(3) The request shall be accompanied by a sufficient number of self addressed, stamped envelopes for mailing advance notices.
