§ 206.01  PERSONAL PROPERTY.
   (a)   Items of personal property which the Manager may determine to be no longer needed for any municipal purpose and which have an estimated value of less than one thousand five hundred dollars ($1,500.00), may be sold by the Manager after written notice to Council of his or her determination and intention.
   (b)   Items of personal property which the Manager may determine to be no longer needed for any municipal purpose and which have an estimated value of one thousand five hundred dollars ($1,500.00) or more may be sold by the Manager upon passage of an ordinance by Council declaring such property to be surplus and authorizing such sale by the Manager.
   (c)   Items of personal property described in divisions (a) and (b) hereof shall be offered for sale through a notice published once each week for two consecutive weeks in a newspaper of general circulation within the municipality, and such notice shall require that potential purchasers submit signed, sealed bids.  Such bids shall be opened publicly by the Manager at a date and place stated in the notice.  The municipality shall reserve the right to reject any and all bids.
   (d)   All items of personal property described in divisions (a) and (b) hereof shall be sold to the highest and best bidder.  In the event no bids are received, the municipality shall have the option to retain the property, readvertise the property or dispose of the property by gift, transfer or any other manner deemed appropriate, the absence of bids being deemed sufficient proof that the items of property advertised have no fair market value.
