(a) License required. No person shall operate or use a bicycle in the municipality without first obtaining a license therefor.
(b) Knowledge of licensee. Upon application for a bicycle license, the applicant may be required to be examined by a police officer with regard to his or her knowledge of this chapter and ability to operate and control a bicycle.
(c) Mechanical condition. A bicycle license applicant or holder may be required at any time to demonstrate to a police officer that his or her bicycle is in safe mechanical condition and has the equipment required by this chapter.
(d) Fees. If the applicant and bicycle meet the requirements of this chapter, a license will be issued by the Police Department. Every person desiring a bicycle license shall pay an annual fee of one dollar ($1.00) at the time application is made. The license shall expire on December 31 of each year. A penalty of fifty cents ($0.50) shall be imposed upon the bicycle owner who fails to renew the license within ten days after the above date, or upon a person who fails to obtain a license for a bicycle within ten days after first possessing the bicycle in the municipality.
(e) Transfer. A bicycle licensee may transfer license plates from one bicycle to a replacement bicycle upon reporting such transfer to the Police Department, with no additional fee.
(f) License tag. A suitable license tag shall be supplied by the municipality, which shall be attached to the lower end of the rear fender or rear frame of the bicycle, so that it will be clearly visible from a position behind the bicycle. Upon loss of the license plate, the loss shall be reported to the Police Department within ten days and a new license plate (sticker) obtained, for which the fee shall be twenty-five cents ($0.25).
(g) Change of ownership. Any person who sells or transfers ownership of any bicycle shall report the sale or transfer within five days to the Police Department, and shall also give the name and address of the new owner.
