SECTION 9.03 CIVIL SERVICE COMMISSION - MEMBERSHIP.
   When city status is attained, if permitted by the laws of Ohio, Council may determine by ordinance whether or not to establish City civil service or any alternative personnel plan for employee appointments and promotions which may then be lawfully established by a charter municipality. If City civil service is established, there is hereby created and established a Civil Service Commission, which shall consist of three (3) members appointed by a majority vote of the Council for terms of six (6) years, provided that the members of the Commission first appointed under this Charter shall be as follows: one (1) member shall be appointed for a term of two (2) years, one (1) member shall be appointed for a term of four (4) years, and one (1) member shall be appointed for a term of six (6) years. Thereafter, each member shall be appointed for a six (6)-year term and shall continue in office until his successor is appointed. Not more than two (2) members shall be of the same political party.
