§ 1299.07 PERMIT REVIEW AND ISSUANCE PROCEDURE.
   (a)   The permit to be issued pursuant to this chapter shall be a zoning certificate to be issued in accordance with § 1262.04, prior to any installation or modification thereof. The issuance of a zoning certificate shall comply with the following requirements:
      (1)   A site plan shall be submitted for review. If deemed necessary by the city, outside assistance shall be retained, at the sole cost of the applicant, to fully review the proposed solar energy system. Such site plan shall, at a minimum, contain the following items:
         A.   Property lines and physical dimensions of the applicant's property.
         B.   Location, dimensions, and types of existing structures on the property.
         C.   Location of the proposed solar energy system.
         D.   The right-of-way or future right-of-way as determined necessary by the City’s Thoroughfare Plan of any public road that is contiguous with the property.
         E.   Contours of the applicant's property and any contiguous properties to the subject property.
         F.   All overhead utility lines.
         G.   Stamp of professional engineer or surveyor, licensed to practice in the State of Ohio, indicating his/her preparation of site plan.
      (2)   Specification of such solar energy system, including manufacturer, model, number of solar panels and mounting equipment.
      (3)   Documentation as to notification of City’s Electric Department as to applicant’s installation of such solar energy system if the solar energy system will be connected to the power grid.
      (4)   Disclosure of electrical components in sufficient detail to allow for a determination that the manner of installation conforms to the National Electric Code (typically provided by the manufacturer).
      (5)   Evidence of compliance or non-applicability with all applicable federal, state, and local laws, rules, and regulations.
      (6)   Compliance with all requirements of the [zoning] district in which the solar energy system will be located.
   (b)   Building permit. A building permit must be obtained from the city.
