The purpose of this chapter is to provide for the construction and operation of solar energy systems as accessory uses in [zoning] use districts within the city, to provide standards for the location, design, and operation of such facilities to protect the public health, safety, and general welfare, while at the same time, minimizing the adverse impacts of solar energy systems on adjacent properties and on the esthetic quality of the city.
