In the event an applicant has been denied a permit, or if a permit has been revoked or suspended, the party affected shall have the right to appeal to the City Manager from such denial, revocation, or suspension within ten business days from the date of such denial, revocation, or suspension. Notice of appeal shall be filed with the City Manager's office on a form created by the City Manager, or his/her designee, for such purpose, and the City Manager shall set the date and time of the appeal hearing. The burden of proof in such an appeal shall be upon the applicant/permit holder to show that the denial, revocation, or suspension was arbitrary or unreasonable.
