§ 254.06  ACCEPTANCE OF CREDIT AND DEBIT CARDS FOR PAYMENT.
   (a)   The use of Visa, Mastercard and Discover credit and debit cards for the purpose of paying city utility bills, income tax payments and fines and costs imposed by Mayor's Court, the same being obligations owed to the city, shall be and hereby is ratified and approved, which payments shall not exceed five thousand dollars ($5,000) per transaction.
   (b)   The city shall not seek to recover the financing charges incident to the use of such credit and debit cards by reason of the probability that, given the above referenced payment limit of five thousand dollars ($5,000) per transaction, programming recovery costs would equal or exceed the financing costs sought to be recovered.
