All provisions of this Code pertaining to dwellings, dwelling structures, exterior premises, their owners or occupants, shall govern multiple dwellings, rooming houses, dormitories, hotels, motels and tourist homes, where applicable, except to the extent that any such provision may be in conflict with the laws of Ohio or any lawful regulation of a state board or agency.
