The operator of a rooming house or dormitory, unless specifically exempted by the Housing Inspector, shall supply fresh bed linen and towels prior to letting any room and shall change the same at least every week thereafter and shall be responsible for the maintenance of all supplied bedding in a clean and sanitary condition.
