No person shall occupy as owner-occupant or let to another for occupancy any dwelling unit or structure or rooming or lodging unit or structure which does not comply with the applicable provisions of the Fire Prevention Code, the Building Code, any other regulation or ordinance of the municipality and this Housing Code.
