If any owner, agent or occupant of a dwelling structure subject to the provisions of this Code refuses, impedes, inhibits, interferes with, restricts or obstructs entry and free access to every part of the structure or premises where inspection authorized by this Code is sought, the Housing Inspector may refer the matter to the Municipal Attorney for proper legal action.
