§ 1482.10 AUTHORITY OF COUNCIL.
   Council, until such time as Council establishes a Board of Building Appeals, shall have the power to review decisions of the Housing Inspector with the same authority it has to review decisions of the Building Official. It may affirm or reverse, in whole or in part, or modify, any decision of the Housing Inspector, or vary the application of any provision of this Housing Code when, in its opinion, enforcement thereof would do manifest injustice and would be contrary to the spirit and purpose of this Housing Code or the public interest. Council shall have the power to adopt, from time to time, such rules and regulations as it deems necessary to carry into effect the provisions of this Housing Code, provided that such rules and regulations do not conflict with any provision of any other codes or ordinances of the municipality.
