§ 1482.09 HEARING.
   Any person, affected and aggrieved by any notice issued by the Housing Inspector under any provision of this Code of the rules and regulations adopted pursuant thereto, may file a written request and shall be granted a hearing on the matter by Council, until such time as Council establishes a Board of Building Appeals at which time the hearing shall be by such Board. Such a request for a hearing shall be filed with the Housing Inspector within ten days of the date the notice was served and shall contain a brief statement of the grounds or basis for each request for a hearing. Council shall set a time and date for the hearing within ten days after receipt of such request. The petitioner shall have the right to appear in person or to be represented by an attorney, architect, engineer or any other person. Council shall require a report of the Housing Inspector.
