(a) The provisions of this Housing Code shall supplement all other provisions of ordinances or regulations of the municipality relating to the construction, use and maintenance of residential buildings and shall apply to all such buildings or parts thereof.
(b) Existing residential buildings may continue to be occupied for residential purposes, if:
(1) The building complies with the provisions of this Housing Code except for some variance that has been specifically granted by Council or by any board or commission properly authorized by Council; or
(2) The use and occupancy of the building is not in violation of the requirements of any ordinance of the municipality, statutes of the state or regulation of the Ohio Department of Health or County Health District, including any rules and regulations adopted pursuant thereto.
