Within the scope of this Housing Code the purpose of this Code is to establish minimum standards of hygiene and sanitation governing the condition, maintenance and space occupancy of dwellings to establish minimum standards governing supplied utilities and facilities as well as basic equipment and structural and physical things and conditions essential to make dwellings safe, sanitary and fit for occupants and others living in the proximity of such detrimental environment; to fix certain responsibilities and duties upon the owners, operators and occupants of dwellings; to authorize the inspection of dwellings and establish enforcement procedures; to authorize the vacation or condemnation of dwellings or other structures found to be unsafe or unfit for human habitation; and to fix the penalties for violation of the standards established in this Housing Code.
