(a) New towers. New wireless communication towers may be located only in non-residential zoning districts except for areas located inside easements for existing high-voltage transmission towers provided a variance is granted for such location by the Board of Zoning Appeals.
(b) Existing structures. Wireless communication antenna may be located in residential zoning districts so long as they are not associated with wireless communication towers, but are part of an existing structure, except as provided in division (a) hereof.
(c) Precedence of regulations. The tower and/or antenna shall be subject to the regulations set forth in this chapter and the regulations of the particular Zoning District in which the antenna and/or tower is proposed to be located. In the event of a conflict between the regulations contained in this chapter and the regulations contained in the zoning district in which the tower and/or antenna is proposed to be located or any other regulations contained in the Columbiana Zoning Code, the regulations in this chapter shall take precedence.
