Within a C-3 District, no building, structure or premises shall be used, arranged to be used or designed to be used, except for one or more of the following uses:
(a) Permitted uses.
(1) All permitted uses specified in C-1 and C-2 Districts;
(2) Establishments engaged primarily in the fields of finance, insurance and real estate, such as:
A. Banks;
B. Credit agencies other than banks;
C. Investment firms;
D. Insurance carriers;
E. Real estate and insurance companies; and
F. Investment companies.
(3) Establishments engaged in providing a variety of services to individuals and business establishments, such as:
A. Personal services, such as barber and beauty shops, tailors, shoe repair shops, laundries and dry cleaning establishments;
B. Miscellaneous business services, such as advertising news syndicates and employment agencies;
C. Medical and other health services;
D. Engineering and architectural services;
E. Legal services;
F. Accounting, auditing and bookkeeping services;
G. Nonprofit, professional, charitable and labor organizations;
H. Dance studios and schools; and
I. Motion picture and theatrical playhouses;
J. Mortuaries; and
K. Monument sales and displays.
(4) Establishments engaged in retail trade, such as:
A. Drug stores;
B. Book and stationery stores;
C. Apparel stores;
D. Florist shops;
E. Antique stores;
F. Sporting goods stores;
G. Jewelry stores;
H. Optical goods stores;
I. Furniture, home furnishing, office equipment and office supplies stores;
J. Beverages; and
K. Restaurants.
(5) Hotels;
(6) Parking lots and garages;
(7) Accessory uses clearly incidental to the principal uses permitted on the same premises;
(8) Other uses similar in character to those listed in this division;
(9) Signs, as regulated by Chapter 1294; and
(10) Bed and breakfast.
(b) Conditionally permitted uses. The Planning Commission may issue conditional zoning certificates for uses listed in this division, subject to the general requirements of Chapter 1266 and the following specific requirements.
(1) Churches and other buildings for the purpose of religious worship are subject to §§ 1266.10(a)(5), (a)(12) and (b)(4) through (b)(6).
(2) Governmentally owned and/or operated buildings and facilities are subject to §§ 1266.10(a)(3), (a)(12) and (b).
(3) Multi-family dwellings are subject to § 1266.10(g).
(4) Clubs, lodges and fraternal, charitable and social organizations are subject to §§ 1266.10(a)(3), (a)(7), (a)(8), (a)(11), (a)(12) and (b).
(5) Public utility structures and rights-of-way are subject to § 1266.10(b)(6).
(6) Repair garages and specialty establishments, such as motor, body and fender, radiator, motor tune-up and muffler shops and auto sales and service are subject to §§ 1266.10(a)(7), (b)(3) and (j)(1) through (j)(4).
(7) Gasoline service stations are subject to §§ 1266.10(a)(7), (b)(3), (j)(1), (j)(4) and (j)(5).
(8) Institutions for human care, such as hospitals, clinics, nursing homes and the like, are subject to §§ 1266.10(a) and (b).
