The purpose of R-3 Districts is to encourage apartment development at densities up to 16 dwelling units per net acre in areas adjacent to community facilities and neighborhood shops. Such development shall consist primarily of row houses and garden apartments and in groupings which will provide for the efficient development and utilization of community facilities such as water, sewers, streets and parks.
