§ 1262.14  REFERRAL OF PROPOSED AMENDMENTS TO PLANNING COMMISSION.
   (a)   The Planning Commission shall consider the text or a copy of the text of any proposed amendment to this Zoning Code, together with any supporting documents forming a part of, or referred to in, such proposed amendment, which amendment is certified by the Clerk of Council to the Commission. The Commission shall be allowed not more than 30 days for consideration and recommendation to Council. All amendments certified to the Commission shall not be acted upon by Council until the Commission has made a report thereon.
   (b)   In all cases in which the Planning Commission is required to consider an amendment proposing a change in the Zoning District Map in accordance with the provisions of division (a) above, the Planning Commission shall cause notice of the date, time and place of the meeting at which any such proposed change in the Zoning District Map shall be so considered by the Planning Commission to be mailed by the Clerk of Council by certified mail at least  ten  days before the date of such meeting to the owners of the property within, contiguous to, and directly across the street from, any part of the property the zoning of which would be changed by the proposed amendment, to the addresses of such owners appearing on the County Auditor’s current tax list or the Treasurer’s mailing list and such other lists that may be specified by Council.
   (c)   In the event that an amendment proposing a change in the Zoning District Map is initiated in accordance with the provisions of Zoning Code § 1262.12 (d), the cost of the certified mail notices required by the provisions of division (b) above shall be borne by the applicant.
