§ 1260.31 HISTORIC AND ARCHITECTURAL PRESERVATION.
   (a)   No building or use which, because of its historical significance or architectural character, has been identified on the Columbiana Preservation Map as being significant to the heritage of the municipality, may be altered, converted, enlarged, reconstructed, structurally altered or demolished without the consent of the Planning Commission.
   (b)   A local civic organization will identify those buildings and uses which will be shown on such Map and obtain the permission of the owner of such buildings or uses before such a designation is made.
   (c)   All plans for revisions of such buildings and uses shall be presented to the Commission for review and approval. The Commission may seek expert advice or cause special studies to be made. The cost of securing such advice shall be borne by the applicant therefor, but in no event shall such cost exceed two hundred fifty dollars ($250.00), which sum shall be deposited with the municipality upon request of the Commission.
   (d)   The Commission shall consider the following in making its recommendations:
      (1)   The proposed use shall not adversely affect the character of the structure or its surroundings.
      (2)   The proposed remodeling, rehabilitation and/or re-use shall be consistent with the existing character of the structure. There shall be coherence in the repetition and similarity of forms, mass, openings, surface (materials) detailing, construction technique, structure and site planning.
