§ 1248.10  VERTICAL ALIGNMENT OF STREETS.
   (a)   All changes of grade shall be connected by vertical curves of a minimum length in feet equal to 20 times the algebraic difference in the rate of grade for arterial and industrial streets and, for collector and local streets, 15 times the algebraic difference in the rate of grade.
   (b)   The minimum vertical visibility of streets shall conform to the regulations of the State Department of Transportation in effect on the date of the approval of the preliminary plat.
   (c)   No street grade shall be less than 0.6% and in no case shall a street grade be more than 3% within 100 feet of an intersection.
