A developer of a minor subdivision shall submit to the Planning Commission the following:
(a) A vicinity map showing the relationship of the proposed subdivision to other nearby developments and landmarks;
(b) A property map showing by scale and dimension the parcel that is to be subdivided and all contiguous land of the same ownership, including locations of structures within 50 feet of the boundaries;
(c) Topographic data showing topographic lines and drainage of the proposed subdivision and of the area within 50 feet thereof, which data may be shown on the property map or a separate drawing (U.S.G.S. is sufficient);
(d) Utility data showing the availability of required utilities, which may be noted on the property map; and
(e) The names of the owner of the parcel and all adjoining property owners, which may be shown on the property map.
