§ 1064.01  VETERANS’ MEMORIAL SECTION.
   (a)   The Veterans’ Memorial Section of grave plots in the Columbiana Cemetery is hereby established and designated for use by honorably discharged veterans who served during a time of armed conflict as recognized by the Congress of the United States. Such section, consisting of plots 1 through 35, shall be occupied by such veterans and their spouses who shall purchase the same in accordance with the rules and regulations of the Park, Recreation and Cemetery Board.
   (b)   The Veterans’ Memorial Section, and the use thereof, shall be subject to the following restrictions.
      (1)   All graves shall have bronze alloy markers that shall be mounted flush with the ground.
      (2)   The sexton or the permanent Memorial Committee of the Veterans of Foreign Wars and the American Legion shall verify, in writing, all honorable discharges and DD 214's prior to the sale of any plot within such section.
      (3)   The plots within such section are not transferable to persons other than those described in division (a) hereof.
      (4)   The cost of such plots within such section shall be established by Council, and shall be paid in advance.
      (5)   The Veterans’ Memorial Section shall be maintained by the Park, Recreation and Cemetery Board in a manner which is consistent with the maintenance of the entire Columbiana Cemetery.
