(a) No person who is the operator, driver or owner of a vehicle shall park such vehicle or permit a vehicle operated, driven or owned by him or her to remain on any drive or road in the municipal recreational parks at any time. A vehicle may be parked only in the areas designated in such parks for parking.
(b) Nothing in this section shall be deemed to apply to vehicles belonging to the Police and Fire Departments.
