(A) This subchapter shall be enforced by the Mayor, or his or her duly authorized representative, and/or the Columbia City Police Department.
(B) Each person charged with enforcement of this subchapter shall have the power and authority to issue all orders and give notice of violations as are designated under this subchapter. Such person, or persons, shall keep complete and accurate records.
