Because of the danger of health by vermin and insects and because of the danger of the safety of children attracted by junk or junk cars, abandoned and junked motor vehicles are declared to be nuisances except in lawfully operated junk yards and, if maintained for temporary time frames not greater than 15 days, in lawfully operated towing storage areas.
