In addition to any other penalty imposed by this section for the erection, contrivance, creation, continuance or maintenance of a public nuisance, the cost of abating a public nuisance incurred by the city shall be collected as a debt from the owner, occupant or person causing, permitting or maintaining the nuisance, and if notice to abate the nuisance has been given to the owner, such cost shall be assessed against the real estate as other special taxes.
The "cost of abating a public nuisance" shall include, but not be limited to, a reasonable fee for labor, fuel and use of city equipment, damages to equipment used in abating the nuisance (e.g., mowers hitting hidden items in tall grass that damage mower blades), and other damages incurred in abating the nuisance (e.g., mowers hitting hidden items in tall grass that damage other property).
