The owner or operator of any public service automobile shall at all times keep the automobile in a clean, sanitary, safe, and comfortable condition. The Chief of Police shall make inspections of any public service automobile as to its sanitary condition, lights, brakes, and general condition including its strength and carrying capacity. Every such owner or operator shall at all times operate such automobile in accordance with the statutes of the State of Indiana, and within the provisions of this chapter.
