The Board of Public Works and Safety shall prescribe all necessary rules and regulations with reference to the management of the cemeteries, and shall hire any and all employees for the care and maintenance of the cemeteries. The employees, while working on the cemetery grounds and on the care and maintenance of the cemeteries, shall be paid out of the cemetery funds of the city.
