The purpose of this part is to establish the Colorado Springs Underground Damage Prevention Safety Program, pursuant to Colorado Revised Statutes sections 9-1.5-101, et seq. The City is exercising its home rule authority to establish a program similar to that of the underground damage prevention safety commission. City Council exercises its police powers to govern excavations near and around underground utility infrastructure for the purposes of protecting persons and underground utility infrastructure from non- emergency excavation work. Nothing in this part is intended to supersede or replace the requirements of article 3 of chapter 3 of this Code. (Ord. 20-70 1 )
