On any street or at any place within this City where official traffic control devices are posted giving notice of stopping, standing or parking restrictions or prohibitions as authorized in section 10.1.309 of this chapter, and described in traffic control records as provided in section 10.1.312 of this chapter, no person shall stop, stand or park a vehicle in any manner in violation of the provisions contained on the sign or signs, except when necessary to avoid conflict with other traffic, or in compliance with the directions of a police officer, or except for the purpose of loading or unloading passengers when stopping does not obstruct, impede or endanger any traffic.
