8.5.101: AUTOMATIC DIALING AND PRERECORDED SYSTEMS PROHIBITED:
   A.   Unlawful Use: It shall be unlawful for any person to use or cause to be used any telephone device or telephone attachment or mechanical device using telephone lines that automatically selects a public primary telephone trunk line of the City, or its Police or Fire Department, or the 911 Emergency Response Center, and then reproduces any prerecorded message to report any burglary or other emergency. No installation of radioactivated alarm receivers shall be authorized in either the police or fire alarm centers.
   B.   Exception: The provisions of this section shall not apply to those personally activated panic alarms used by handicapped or disabled persons to call 911 and report an actual emergency, provided the following conditions are met:
      1.   The device provides a means for the receiver of the call to hang up, disconnect or release the phone line from the device after the message has been received; or
      2.   The device automatically hangs up and releases the phone line within two (2) minutes of delivering its prerecorded message. (1968 Code §7-251; Ord. 79-38; Ord. 97-229; Ord. 01-42)
