The licensing requirements of this chapter shall not be construed to affect persons not residing in the town who temporarily visit the town and own a dog or any other animal; provided that the person shall meet the other requirements of this code including constantly keeping the dog or animal under his or her personal care and not allow the same to run at large. Every non-resident dog must be identifiable.
