It shall be the duty of the police commission to take applications on a form prescribed by the city council, and upon receiving said applications, conduct an investigation as to the fitness of the applicant. It shall also be the duty of the police commission to recommend to the council the promotion of police officers. The corporate authorities reserve the right to accept or reject the recommendation of the police commission where promotion of police officers are concerned and may consider previous background checks and service records in their deliberation of such recommendations.
