The City Council may amend, supplement or repeal the provisions of this chapter after a public hearing has been held by the Planning Commission. Such amendment may be initiated by the Council, Planning Commission, or by petition. A notice of time, place and purpose of hearing shall be posted and published in the official newspaper of the city at least ten days prior to the day of the hearing.
