The Planning Commission shall hold a public hearing on the preliminary plat after notice of the time and place thereof has been published once in the official newspaper at least ten days before the day of the hearing, and make recommendation on the plat to the City Council. Recommendations shall include an approval of the plat, a denial of the plat or an approval of the plat with revisions and conditions for final approval. Failure of the Planning Commission to submit a recommendation to the City Council within 90 days of receipt of the completed application for preliminary plat shall constitute approval by the Planning Commission, unless an extension of time has been agreed upon by the city and subdivider.
