Ten copies of sketch plan shall be submitted to the City Clerk for referral to the Planning Commission. The Planning Commission shall review the sketch plan and staff recommendations and determine the consistency of the sketch plan with the comprehensive plan, zoning ordinance, city utility plans and this chapter. The Planning Commission shall recommend that the City Council approve the sketch plan, with or without revisions, or deny the sketch plan.
