No subdivision shall be approved prior to the approval or agreement for the approval of provisions for the installation of private utilities including but not limited to gas, electric, telephone and cable TV. The subdivider shall be responsible for the coordination and installation of private utilities, subject to standards and procedures specified and approved by the city.
