No subdivision shall be approved prior to the approval or agreement for the approval of plans, specifications, construction inspection and acceptance of public improvements including but not limited to municipal water, sanitary sewer, storm sewer, streets, street lights, street signs trails and sidewalks. All public improvements shall be designed according to standards and specifications, approved by the city prior to installation and installed by the subdivider.
