No person shall construct or install any telecommunications facilities within the Town without first obtaining a construction permit therefor; provided, however, that:
(A) No permit shall be issued for the construction or installation of telecommunications facilities within the Town unless the telecommunications carrier has filed a registration statement with the Town pursuant to this chapter;
(B) No permit shall be issued for the construction or installation of telecommunications facilities in the streets unless the telecommunications carrier has applied for and received a franchise pursuant to this chapter;
(C) No permit shall be issued for the construction or installation of telecommunications facilities without payment of the construction permit fee established in § 117.047.
