Prior to issuance of a construction permit, the franchisee shall pay a permit fee equal to 1% of the estimated cost of constructing the telecommunication facilities, as certified by the franchisee’s engineer and approved by the Town Engineer, to cover the Town costs for inspections, survey and mapping.
