An applicant may file a written appeal within ten days of a denial of approval of the issuance of a charitable solicitor’s permit by the Code Compliance Officer or a person designated by the Town Administrator, whereby it is alleged in writing that the Code Compliance Officer or a person designated by the Town Administrator is in error or has acted in an arbitrary manner in the enforcement of these standards in the denial of approval of the application for a charitable solicitor’s permit.
