(a) All garbage and refuse collected in the Village shall be disposed of at any desig-nated location approved by the State and the County Board of Health.
(b) The franchisee shall have the responsibility to secure the site for such disposal of garbage and refuse collected by him or his agents and shall pay the fees for disposal.
(c) hi the case of special permits issued pursuant to Section 1060.03(c), the holder of the special permit shall be responsible for the proper disposal of all wastes and other refuse in accordance with the rules prescribed by the County Board of Health. If any abuses occur, Council may revoke the special permit.
