§ 32.21 MEETINGS.
   (A)   Regular meetings. The Council shall meet in regular session on the fourth Monday of each month at 7:30 p.m. The Council shall meet in caucus session on the second Monday of each month at 7:30 p.m. The Finance Committee shall meet on the second Monday of each month at 6:30 p.m. All meetings of the Council shall be at the city offices, 120 E. Alexandria Pike, Cold Spring, Kentucky. Any other meeting of the City Council that is not held at its regular meetings on the second and fourth Mondays of the month shall be deemed a special meeting.

   (B)   Special meetings. Special meetings of the Council may be called by the Mayor or upon written request of a majority of the Council. In the call, the Mayor or Council shall designate the purpose, time, and place of the special meeting with sufficient notice for the attendance of Council members and for compliance with KRS Chapter 61.
      (1)   If an applicant requests a special meeting of the City Council, there is hereby established a fee of two hundred dollars ($200) to be charged the applicant for such meeting, which fee shall be collected upon the making of such application.

      (2)   At a special meeting no business may be considered other than that set forth in the designation of purpose.
   (C)   Minutes. The minutes of every meeting shall be signed by the person responsible for maintaining city records as provided under § 31.36 and by the officer presiding at the meeting.

   (D)   Meeting rules. The Council shall adopt by appropriate resolution a "Council Meeting Rules of Regular and Special Meetings" which shall be adopted herein by reference and may be amended from time to time by a subsequent appropriate resolution.
