§ 31.36 CITY CLERK.
   (A)   Establishment. The city hereby establishes the office of the City Clerk.
   (B)   Appointment by Mayor. The City Clerk shall be appointed by the Mayor, with consent of a majority of the City Council, and shall serve until a successor is appointed by the Mayor. The City Clerk may be removed by the Mayor at will, unless otherwise provided by statute or ordinance.

   (C)   Duties. The duties and responsibilities of the Clerk shall include, but are not limited to the following:
      (1)   Maintain and safekeep the permanent records of the city;
      (2)   The City Clerk shall be the "custodian", as set forth in KRS 61.870 through 61.882, of all documents belonging to the city which are not assigned by ordinance to the custody of some other office. Furthermore, the City Clerk shall keep all ordinances, resolutions, and other documents of the city; and shall keep a register of all licenses and permits issued and the payments thereon; and a records showing all of the offices and regular employees of the city; and, such other records as may be required by the Mayor and City Council.
      (3)   Have possession of the seal of the city and seal and attest all contracts of the city and all licenses, permits and such other documents as shall require this formality.
      (4)   No later than January 31 of each year, mail to the Department of Local Government a list containing current city information including but not limited to the following:
         (a)   The correct name of the Mayor, legislative body members, and the following appointed officials who are serving as of January 1 of each year:
            1.   City Clerk;
            2.   City Treasurer;
            3.   City Manager;
            4.   City Attorney;
            5.   Finance Director;
            6.   Police Chief;
            7.   Fire Chief; and
            8.   Public Works Director;
         (b)   The correct name of the city, mailing address for city hall, and telephone number of the city hall; and
         (c)   The name and telephone number of either an elected or appointed official to serve as a contact person that may be reached during normal business hours of 8:00 a.m. to 4:30 p.m.;
      (5)   The City Clerk shall turn over all money received by him on behalf of the city to the City Treasurer promptly upon receipt of same, and with such money shall give a statement as to the source thereof, keeping an account documenting source of receipts and disbursements.
      (6)   The City Clerk shall keep and maintain a proper index to all documents and records kept, so that ready access thereto and use thereof may be had.
      (7)   Performance of all other duties and responsibilities required of the City Clerk by statute or ordinance.

   (D)   Compensation. Compensation shall be in the amount as established by the City Council from time to time as set forth in § 31.02.
   (E)   Oath. No person shall be appointed or act as the City Clerk unless such person has taken the oath required by section 228 of the Constitution of the Commonwealth of Kentucky and has provided bond, if required, with corporate surety authorized to transact business in Kentucky and conditioned upon the performance of the duties specified herein.
