No license provided for herein shall be transferred from one (1) person to another from one (1) premises to another except by obtaining the necessary signatures as provided for herein, and such application for transfer shall be filed with the City Clerk, and by him transmitted to the City Council for approval. In the granting of a transfer of any license, all restrictions under this ordinance concerning the granting of the license are applicable to said transfer. A fee of ten dollars ($10) shall accompany all applications for transfer of license.
