Nothing in this Title shall be construed as applying to service wires from a pole to a house or other building unless such service wires carry a current in excess of two hundred fifty (250) volts. It is provided, however, that in the event of service drops or wires carrying current in excess of two hundred fifty (250) volts then the provisions set forth in Sections 15.28.010 through 15.28.070 shall apply.
